Winchester, Virginia, is taking deliberate steps toward potentially hosting a casino, convention, and entertainment complex in the Shenandoah Valley, even as the project remains several years from fruition. The Winchester City Council passed a resolution in January empowering the city’s Economic Development Authority (EDA) to collaborate with state legislators and a future Virginia gaming commission to conduct a feasibility study. If results are favorable and the General Assembly grants a license, the city could have up to 24 months to select an operator and hold a public referendum.
