The findings come ahead of a November referendum in three Fort Wayne-area counties, where voters will decide on casino legalization. Under House Bill 1038, any successful bidder must invest at least Rs 4,000 crore ($500 million) in development and pay a Rs 1,200 crore ($150 million) licensing fee.
Tri-State Appeal
The study by AM Steinberg Advisors emphasizes the site’s accessibility, particularly its proximity to Interstate 69 and the Indiana Toll Road, roughly 40 miles north of Fort Wayne. The report estimates that 48% of gambling revenue would be sourced from Michigan, 38% from Indiana, and 14% from Ohio, reflecting a clear tri-state market opportunity.
Economic Incentives for Indiana
Steuben County leaders argue that the casino would not only generate new economic activity but also recapture gaming dollars currently spent out of state. This “repatriation effect” could significantly boost local tax revenues, hospitality, and ancillary services in an underdeveloped region.
Regulatory and Financial Commitments
House Bill 1038 stipulates that licensees invest Rs 4,000 crore ($500 million) in casino construction and amenities within five years, in addition to paying Rs 1,200 crore ($150 million) as a licensing fee to the state. These provisions are intended to ensure a long-term economic footprint, not just short-term gambling revenue.
